En el cumplimiento de su mandato para mejorar la participación de la sociedad civil en los procesos del Fondo Mundial para combatir el Sida, la Tuberculosis y la Malaria (Fondo Mundial), la Plataforma Regional de América Latina y el Caribe ha compilado esta herramienta sobre Sostenibilidad, Transición y Co-financiamiento para Organizaciones de la sociedad (OSC) y grupos comunitarios.

Análisis situacional de países de América Latina y el Caribe de acuerdo con las políticas del Fondo Mundial
Esta serie de documentos tiene como propósito contribuir a que las comunidades y otros actores clave en la respuesta regional mejoren su comprensión de los procesos que el Fondo Mundial está implementando a través de sus mecanismos de financiamiento; en este sentido, cobra especial relevancia comprender las necesidades de asistencia técnica de la sociedad civil en el contexto de la política de sostenibilidad, transición y cofinanciamiento del Fondo Global, así como los principales acontecimientos en 18 países de la región relacionados con la implementación de esta política.

In accordance with its mandate to enhance the participation of civil society in the Global Fund to fight AIDS, Tuberculosis and Malaria (The Global Fund) processes, the Latin American and Caribbean Regional Platform has compiled this Sustainability, Transition and Co-Financing tool for civil society organizations (CSOs) and community groups.

Situational analysis of Latin American and Caribbean countries in accordance with the policies of the Global Fund
This documents series is intended to help communities and other key actors in the regional response to increase their understanding of the processes that the Global Fund is implementing through its financing mechanisms. For this reason, it is particularly important to understand the technical assistance needs of civil society organizations in the context of the sustainability, transition and co-financing policy of the Global Fund, as well as the main elements of the process in 18 countries of the region related to implementation of this policy.

El informe anual del Inspector General para la Junta Directiva del Fondo Mundial describe los “temas estratégicos” y la inevitabilidad del riesgo
El Inspector General, Mouhamadou Diagne, presentó su informe anual ante la Junta Directiva del Fondo Mundial. Por un lado, felicita la expansión continua del tratamiento del VIH, los avances logrados respecto al control o eliminación de la malaria y las altas tasas de éxito en el tratamiento de la tuberculosis. Por otro lado, resalta las áreas clave que aún necesitan ser atendidas, como la calidad de los programas, la búsqueda de casos de tuberculosis no diagnosticados, la transición (y sostenibilidad) y la necesidad de que el Fondo Mundial se esfuerce más en encontrar el equilibrio ideal entre las necesidades de prestación a corto plazo y el fortalecimiento de capacidades a largo plazo de los implementadores de cada país.

The Inspector General, Mouhamadou Diagne, introduced his annual report to the Global Fund Board with, on the one hand, praise for the Fund’s steady expansion of HIV treatment, progress towards malaria control or elimination, and high success rates in the treatment of tuberculosis, and on the other, by highlighting key areas that continue to require attention, namely program quality, finding missing TB cases, transition (and sustainability), and the need for an increased focus by the Global Fund on finding the right balance between short-term delivery needs and national implementers’ longer-term capacity building.

La Declaración Internacional sobre los Derechos de las Personas Afectadas por Tuberculosis es una iniciativa dirigida por la comunidad e impulsada por la comunidad para exigir el reconocimiento y el respeto de los derechos humanos de las personas afectadas por la TB. El desarrollo de la Declaración fue apoyado por Stop TB Partnership con fondos de USAID. on the Rights of People Affected
by Tuberculosis
The International Declaration on the Rights of People Affected by Tuberculosis is a community-led and community-driven initiative to demand recognition and respect for the human rights of people affected by TB. The development of the Declaration was supported by the Stop TB Partnership with funding from USAID. It is also an important contribution to understanding the relationship between TB and human rights and the commitments made during the UN High-Level Meeting (HLM) on TB last year.

Health for All: Position Statement and Recommendations to Member States regarding Universal Health Coverage
As an international advisory body with expertise on HIV and human rights, the UNAIDS Reference Group on HIV and Human Rights published this document to highlight key factors for consideration by Members States and others in crafting the Political Declaration to be adopted later this year — including principles and outcomes that must, as a matter of consistency with Member States’ human rights obligations, guide the way forward toward achieving UHC.
